The rule applied here
Nothing measurable is stored before you click. The site loads Google Consent Mode in "denied" state for every advertising and statistical purpose, before the tag manager even starts. The banner only flips that state if you click "Accept". Declining costs you no functionality: there is no account area and no cart on this site.

No third-party ad personalisation cookie, no data broker, no social tracker embedded in the pages.
Changing your mind
The "Cookies" button stays at the bottom left of every page. One click reopens the banner and lets you decline what you had accepted. Declining flips Consent Mode back to denied on the spot; if a pixel had already loaded while you accepted, the page reloads to clear it out of the browser.
You can also clear cookies from your browser. The banner will then reappear on your next visit, since the memory of your choice disappeared with the rest.
Technical detail, for anyone who wants to check
The gtag('consent','default', …) call is the first script the page runs, placed before the Google Tag Manager container loads. ad_storage, analytics_storage, ad_user_data and ad_personalization are all set to denied there. The Meta Pixel is not initialised in the page code at all: its init sits inside the function the "Accept" button calls. Declining therefore leaves the pixel unloaded, not merely restricted. You can verify it in your browser's network tab before and after clicking.
